I've suggested this before, and I'll suggest this again - the only way to make people stop buying isk is to reward people who are able to turn in isk sellers - to turn the isk buyers against the sellers, and the sellers against the buyers.
All CCP needs to do is implement a policy where players who report isk sellers are given some (or all) of the isk that the sellers received.
Removing the money makes little sense, goods and services were exchanged to make the isk sellers acquire the isk in the first place - CONCORD should be able to setup sting operations on isk sellers and reward informants.
If it were within the terms of service, I could easily find an extra 2-5 bucks every few months - especially if I was rewarded for my behavior with enough isk to buy timecards.
The goal of this method is to encourage people who are buying isk to turn in the isk sellers - when people find out that the isk they bought has been given to another (anonymous) player who reported the sellers, and when people find out the sum of money they were rewarded, people who buy isk will find a very easy way to make a lot more money - to the detriment of the isk sellers.
Currently, players want to protect their isk sellers - if their seller is caught, they get implicated and lose the isk they paid for. However, if CCP rewards isk sellers, the playing field changes. Players who buy isk and don't report the transactions lose, and players who expose the schemes and cooperate are rewarded. This encourages players to expose isk sellers - if they don't someone else will. Isk sellers now have to deal with a playerbase who wants to get them shut down, purely for their own profit. Let's not even talk about people who'd start buying isk simply to turn the companies in and make more isk (possibly enough to pay for their account for a month - potentially making their isk transaction 'free' to them, while still making CCP money).
The best part of this is that the GMs just have to read other people's work and then finish their investigations - sure more investigations may be opened, but their job is to deal with that kind of thing. The only people who lose out are isk sellers.
